It will be hard in the beginning and it will need a mindset switch for everyone involved.

I would recommend using 1 user story as a ticket for discussion during refinement. Then break down the user story into end to end acceptance testcases. Breaking down the user story into testcase(s) can help the team get common understanding of the scope. Together we should decide which testcase(s) we should prioritize first that gives us the most value for our business or customers.

Working on one testcase at a time helps the team stay focused while working on the end to end solution one step (or day) at a time.

During development I would recommend feature flags, acceptance test driven development and automated deployments.
